Is Columbia IBM’s link to China and India?

I was watching the video of Tim Saughnessy’s speech in Columbia and a couple things he said jumped out at me that I didn’t notice the first time.

  1. The opening of this center will allow us to offer high value information technology services to our US based clients serviced hereIt will primarily support IBM’s strategic outsourcing clients…

  2. Columbia will be part of  a global network with sister centers in Boulder, CO; East Fishkill, NY; Dubuque, IA; Brno, Czech Republic; along with a number of other centers throughout India and China.

What this says to me is that Columbia will be part of a group of intermediaries to outsource tech work to India and China.

Don’t get me wrong, I have absolutely no problem with that. I have been asked several times what exactly is IBM doing here. After watching the video a few times this is what I was able to deduce.
